
JCA Leadership 

President, Linda Kaplan
As JCA’s 19th president, Linda serves as a catalyst for program development and financial stability. She leads our passionate board and works in concert with our Executive Director to enhance service delivery and increase donor participation.
Linda has been active in non-profit association work for many years as an association executive and a volunteer. Serving as a consultant, she provides services to organizations and the Federal Government in the area of behavioral health. Currently she serves as a Special Expert to the Substance Abuse and Mental Health Services Adminstration (SAMHSA), an agency of the Department of Health and Human Services.
Linda has served as the Executive Director of several non-profit organizations including the Danya Institute (which she founded), the National Association of Alcoholism and Drug Abuse Counselors (where she served for a decade) and the National Women's Political Caucus. Prior to these positions she was the Deputy Executive Director for B'nai B'rith Women - now renamed Jewish Women International.
Her volunteer and leadership activities include serving on various JCA committees, the Board of Directors, and the Executive Committee as Secretary, Assistant Treasurer and First Vice President. She was a member of the National Institute of Alcohol Abuse and Alcholism Advisory Council for four years, a member of the Steering Committee for SAMHSA's National Treatment Plan and Partners for Recovery Initiatives, and a member of the Board of Directors of the Center for Association Leadership.
Linda holds a Bachelor's of Arts degree from the City College of New York and a Master's of Arts degree from the University of Maryland. A native New Yorker, she resides in Chevy Chase, Maryland with her husband. She is the proud mother of 3 daughters and a grandmother of 10 grandchildren.

Executive Director, David Gamse
David Gamse is a gerontologist who has served as Executive Director of JCAT - the Jewish Council for the Aging™T -- since 1990. At JCA, he plays a pivotal role in creating and managing innovative and cost-effective programs that help seniors thrive. More than 60 staff and 500 volunteers rely on his leadership, and together they serve more than 30,000 older adults and family caregivers each year with programs that include transportation services,
public information, senior employment, and adult day care.
Over the years, David has led workshops on issues of aging and nonprofit management for a wide range of public and private organizations including the American Management Association, the White House Conference on Aging and the U.S. Department of Labor, and he has represented U.S. policy on aging at international conferences of the United Nations and Israeli Gerontological Society. He serves on a variety of policy and research boards and commissions and he is a frequent speaker in North America and abroad. He has also authored many articles about productive aging and service delivery.
Prior to joining JCA, David was a senior manager at AARP - a multi-million-member association. Earlier, he was an adjunct faculty member at the University of South Florida's Aging Studies Program, from which he graduated and from which he later received the Eminent Graduate Award. David also received the Florida Board of Regents' Distinguished Scholarship Award.
David is a member of the American Society of Association Executives, the Gerontological Society of America, the National Council on Aging, and the Executive Directors & Headmasters Council of Jewish Agencies in the metro Washington D.C. region.
David is married, and is a father and a grandfather.
